Conduct background checks? Use new FCRA form ? Business ...

Starting Jan. 13, 2013, employers that obtain background checks from consumer reporting agencies must give applicants and employees a new, updated version of the Summary of Rights under the Fair Credit Reporting Act (FCRA) form.

The FCRA requires employers to give people a copy of this form if the employer plans to take action?such as not hiring the applicant?based on information in the credit report.

Find more advice on using credit reports, plus a copy of the form, by reading "Conducting background checks on job candidates? Know how to comply with the FCRA."

Jim Miller gets bloody UFC 155 win over Joe Lauzon

UFC 155 was headed towards becoming one of the least memorable UFC pay-per-view cards in recent history until Joe Lauzon and Jim Miller stepped in the cage. The lightweights delivered a late Fight of the Year candidate as Miller won 29-28 on all three judges' cards.

Miller opened up the fight with a bevy of punches, and opened a cut on Lauzon's face early. Lauzon's wooziness allowed Miller to lock a standing arm triangle. Lauzon was able to slip out of the choke, but when he emerged, his face was covered in blood.

[Complete UFC 155 recap: Cain Velasquez mauls Junior dos Santos]

Though Miller managed better attacks and wasn't bleeding as badly as Lauzon, he still found himself in trouble late in the third round. Lauzon dove onto Miller's legs, and attempted a leg lock submission. If there wasn't so much blood covering their bodies and the canvas, Lauzon might have pulled out the win.

Lauzon told Yahoo! Sports after the fight that he required 40 stitches for the cuts sustained during the fight.

Miller was impressed by Lauzon's toughness.

?Joe Lauzon is a tough kid. I knew I was going to have to bring my best effort to put him away and I was never able to," Miller said after the fight. "That?s how good he is on the ground. And even in the last minute, look what he was trying to do to win the fight."

Book Club... And Then Some!: Spousonomics: Using economics to ...

By Paula Szuchman and Jenny Anderson

http://www.amazon.com/Spousonomics-Economics-Master-Marriage-Dishes/product-reviews/0385343949/ref=cm_cr_pr_btm_link_1?ie=UTF8&showViewpoints=0&sortBy=bySubmissionDateDescending

Book review by Richard L. Weaver II, Ph.D.

Although appropriate, the title of this book may put people off because it makes the book appear, at first glance, gimmicky, light, superficial, and trite.? But the old aphorism holds true, ?You can?t tell a book by its cover.?? The subtitle more accurately conveys the important message the authors have for readers.

I loved this book.? As in my reviews of other books that have to do with relationships, communication, listening, dealing with difficult people, or self-improvement, I claim that any book that offers advice and suggestions designed to improve people?s lives or relationships make a worthwhile and valuable contribution.? Admittedly, that requires that readers read the books, absorb the information, internalize it, and practice it in their daily lives.? Too often, I?m afraid, those who could benefit from the information the most are NOT those who read the books!

Having taught a course in interpersonal communication for more than twenty-five years, I discovered that the most interesting part of the course?according to student evaluations?was the section on relationship development, relationship evaluation, and relationship improvement.? It was an upper-level undergraduate course and seemed to come at just the right time when students were thinking about, planning for, or beginning serious relationships.

One of the basic principles I espoused, and one that I wrote about in my textbook, UNDERSTANDING INTERPERSONAL COMMUNICATION (HarperCollins), is that although the idea that a relationship is 50-50?perhaps, thought of as an ideal?it is a wrong concept and does NOT work in practice for two reasons: 1) 50-50 is a subjective assessment; thus, what is 50-50 in one person?s mind is not necessarily 50-50 in another?s, and it leaves a great deal of room for debate and disagreement.? 2) 50-50 does not work in practice simply because most people do not fulfill their part of the agreement, and a relationship without full commitment cannot last.

To make a relationship work successfully, partners need to commit themselves to giving the relationship far more than a 50% commitment, even 60-75%.? The best approach is not to deal in percentages at all and simply say, ?I am willing to give this relationship whatever it takes to make it successful.?

My wife and I have been married for well over 40 years (to each other!), and we have found that we each do everything we can (and, what needs to be done at any given time) to not just make our own life more satisfying and comfortable but to make life more satisfying and comfortable for our spouse as well.? The more satisfying and comfortable we can make life for the person with whom we are living, the better our own life is.? It is a joint effort, but it NEVER comes down to percentages or who is doing the most or giving the most effort.? So what?? We are both working for the same purpose?to make our relationship more satisfying.

Szuchman and Anderson have written a terrific book.? They are fine writers, their concepts are accurate and helpful, their case studies are fun and interesting, and their advice and suggestions are both constructive and instructive.? I delighted in the economic references, and it certainly gives the book a different slant than many others of the same genre. ?

Not only did the authors offer 9 pages of notes (302 items), but they clearly stated their investigation and research methods on pages xiii through xv of the introduction.

I am totally unaffected by the fact that some of the economic applications made may not be totally accurate?as one reviewer at Amazon.com (Benjamin Van Kammen) pointed out?these are amateurs (and they admit it), and it is really unlikely, as Kammen lamented in his review: ?I am afraid that amateurs will read this book and come away with misconceptions about the assumptions and applicability of ideas such as rationality, neoclassical economics, temporal discounting, and information asymmetry.?? Seriously?

What makes this book more readable than many others is the authors? sense of humor.? Their ?take? on the world is delightful and delightfully engaging.? You may not discover anything that is totally new to you (however, I would be surprised by that since most readers will never have considered the possibility of applying some basic economic concepts to relationships!), but you will not just find the case studies interesting, you will find Szuchman and Anderson?s deft touch and humor so captivating you may not want to put the book down once you begin reading it.

Spousonomics: Using economics to master love, marriage, and dirty dishes can be purchased at Amazon.???

Finding the Best Vacation Rentals for You

There are various types of rentals available if you?re planning a getaway at the beach. If you?re looking at all the possibilities, it?s helpful to refine your search by deciding what you?re looking for in lodging. Are you looking for space large enough to host a group or a cozy romantic room for you and your sweetie? Is your budget tight or is the sky the limit? Are you staying for a night, a week, or a season? Do you plan to spend lots of time inside or will you be out around town for the most part? These are all important questions to ask yourself when searching for the perfect place for you. Some options to check into include hotels, condos, and beach houses.

Hotels are fine for a group if you book multiple rooms because a single room will be too small for multiple people. The number of beds usually defines the maximum number of guests and the people who are willing to sleep together on king or queen sized mattresses. If you?re planning to have four guys from work stay in one room with two double beds, there will be a problem. Most guys won?t be comfortable with that and some attitude problems, insomnia, and floor camping could occur. If you?re just looking for a place to spend the night or don?t plan to be in the room much, these options may suffice as rentals. Hotel prices range from dirt cheap for bare bones rooms to pricey for rooms with comforts galore.

Condos are the next step up in spaciousness when it comes to rentals. These units often have at least one bedroom separate from the living room but may have two or three bedrooms. This could work for family vacations, girlfriends? getaways, or romantic trips. Condos are preferable for stays because they are fully stocked so guests won?t have to go out to eat for every meal. A typical condo will have linens for the bed, board games and puzzles, kitchen with fridge, microwave, stove, cookware, and dish settings for four to six. Condo prices vary by season, square footage, and length of time booked.

Beach houses make great rentals for large groups or families with several kids along. They may have multiple bedrooms and bathrooms, might be right along the shoreline or at least within walking distance. Kitchens also come fully stocked in this possibility so they?re great for longer-term stays. The price tag will again depend on season, square footage, and length of time booked. Just how luxurious the place is will also play a part in cost. There are some beach houses that look as if movie stars have stayed there and there are other options that are quite modest.

Location, location, location is as important in vacation rentals as it in purchasing real estate. First step is to decide where you?re looking for rental properties. Then refine your search by asking yourself questions about number of guests, what your budget is, length of stay, and whether you plan to spend more time inside or outside.

Argentina's fight on defaulted debt takes new step

(AP) ? It's been a decade since Argentina tarnished its reputation worldwide and became an economic misfit by engaging in the biggest sovereign debt default in history, yet it is still haunted by the old bonds.

Although Argentina's government restructured nearly all of the debt defaulted in the 2001 economic crisis, President Cristina Fernandez finds herself in a bitter U.S. court fight with holdout creditors that has raised the threat of severe financial repercussions.

The next step comes Friday when Argentina files its arguments for the final stage in its legal battle with NML Capital Ltd., an investment fund that specializes in suing over unpaid sovereign debts.

Argentina recently sidestepped economic chaos from the debt showdown when the 2nd U.S. Circuit Court of Appeals suspended a lower court's order for Argentina to pay $1.3 billion into escrow for holders of its defaulted debt, an action that risked pushing the country into technical default.

U.S. District Judge Thomas Griesa based his ruling on the principle of "pari passu," or equal footing, which says debtors can't pick and choose between creditors. In other words: pay everyone or pay no one and risk going into default.

Fernandez has refused to make such a payment, and uses the term "vulture funds" when she talks about NML Capital and others who have refused two opportunities to swap defaulted bonds for new, less valuable bonds that the government has reliably paid since 2005.

Analysts and Argentine media say Fernandez's legal team may argue that Griesa's ruling would hurt the world's financial system by giving financial speculators an enormous edge over nations that need to restructure debts and protect their citizens while trying to grow their way out of economic crises.

"Ninety-three percent of bondholders accepted the restructurings so, given the international situation, it would be irrational to rule in favor of the 'vulture funds' and pay them 100 percent," said Mariano Lamothe, an analyst with the consulting firm abeceb.com. "It would break any possibility of (future) debt swaps. Nobody would issue a bond in the New York Stock Exchange."

Other analysts support the debt holdouts.

Speaking during a teleconference Thursday organized by a lobbying group funded by NML Capital, legal experts expressed skepticism that such an argument would prevail.

"Argentina's claim that the pari passu clause will cause chaos in world markets is inaccurate," said Richard Samp, chief counsel for the Washington Legal Foundation. "The 2nd Circuit specifically recognized that Argentina is a unique case, and that sovereign debtors can avoid Argentina's predicament by including non-voluntary collective action clauses in their bondholder agreements, like Greece has done in the past."

John Baker Jr., a visiting fellow at Oriel College at University of Oxford, said debt contracts would become irrelevant if Argentina's position prevails.

"The 2nd Circuit should be applauded for determining that Argentina must be bound by its contractual commitment to treat creditors equally, and Argentina's claims that holdouts do not deserve to be paid are a clear strategy meant to continue avoiding the payment of billions of dollars it owes bondholders," Baker said.

Fernandez insists she won't pay a single centavo to the holdouts and calls Griesa's ruling "judicial colonialism." But analysts say that despite the government's tough public stance, Fernandez may be looking for time to negotiate over a new debt swap and avoid a new blow to the country's financial reputation.

"In Argentina there's a huge abyss between the official discourse and public policy," said Miguel Braun, an economist for the Buenos Aires-based Pensar consulting firm. "I wouldn't be surprised if Fernandez is saying all of this in her speeches and then goes on and does something completely different."

Just the threat of the Dec. 15 payment deadline set by Griesa had severe consequences. In the week after Griesa issued his order, the cost of maintaining Argentina's overall debt soared in trading on U.S. and European bond markets and the cost of insuring those debts spiked.

Several weeks ago, her administration struck a more conciliatory tone by saying it might be willing to pay the holdouts on the same terms as investors who joined the last debt restructuring in 2010. NML Capital and other plaintiffs have not commented on whether they would be willing to accept a swap on those terms.

The amount at stake in the current litigation is $1.3 billion, but all of the old bonds held by investors who didn't accept the debt restructuring total about $11.2 billion. If the U.S. courts eventually uphold Griesa's ruling, all those investors could demand immediate payment.

Ramiro Castineira, an analyst for the consulting firm Econometrica, sees a possibility that the courts may rule in favor of the "vulture funds" but also allow a more favorable schedule of payments for Argentina.

"There's a lot of uncertainty," Castineira said. "Whatever the court rules, both sides are going to appeal and try to take it to the Supreme Court, which must decide if it takes the case or not."

UK Milk Supply Contains New MRSA Strain

Tests on milk from several different farms across the U.K. have turned up evidence for a new strain of MRSA ? bacteria which have evolved resistance to common antibiotics. As long as the milk is properly pasteurized, it poses no threat to consumers, but anyone working directly with the animals bears a small risk of infection. According to The Independent,
"The disclosure comes amid growing concern over the use of modern antibiotics on British farms, driven by price pressure imposed by the big supermarket chains. Intensive farming with thousands of animals raised in cramped conditions means infections spread faster and the need for antibiotics is consequently greater. Three classes of antibiotics rated as 'critically important to human medicine' by the World Health Organization ? cephalosporins, fluoroquinolones and macrolides ? have increased in use in the animal population by eightfold in the last decade."

This Year in Small Business: Not Impressed! - NYTimes.com

Dashboard

A weekly roundup of small-business developments.

Another year of The Dashboard is behind us, and it?s time to look back at our favorite comments, blogs, opinions and videos of 2012, the ones that had the biggest impact on small-business owners. Enjoy.

Lesson From Sandy Mark Thoma, an economist, offers a lesson learned from the enormous natural disaster: ?If inequality and the economic and political power that come with it continue to grow, the belief that capitalism is unfair could become widespread. This, in turn, could bring about the kinds of changes to the market system that free-market advocates fear so much.?

Post-Election Advice Politics aside, J. Jennings Moss creates a list of opportunities for small businesses as a result of the November elections, including Big Data: ?This sector would have boomed regardless of who won the White House. But it might get an extra boost with the return of Obama, who created the job for a chief technology officer on his first day in office in 2009.?

Start-Up Angle The best take on the 2012 start-up scene is Adam Fletcher?s nine signs you?ve become a start-up hipster, including: ?You use the word social at least 15 times a day. A true ?stipster? understands that for any business to succeed it must be ?social.? Exactly what social means, stipsters aren?t sure, but it probably involves a crude Frankensteining of Twitter, Quora, Facebook and cats that look like Hitler.?

Best Videos The best videos of the year include Pat Stansik?s description of what it?s like to turn 24 years old, the executive chef of McDonald?s showing us how to make a Big Mac, and a touching display of kids supporting a classmate with cerebral palsy.

Way to Manage This employee-management advice comes from Mark Lengnick-Hall, a professor with the University of Texas at San Antonio College of Business, who says that we should manage our teams to be like the San Antonio Spurs: ?Create a sense of shared purpose and interdependence. The Spurs constantly stress passing the ball and making plays as a team. They are all committed to one goal: coming together as a team. Businesses, too, need to create an overarching goal that brings employees together in a common pursuit.?

Advice for Naming a Product Tom Grasty, an entrepreneur, offers three tips, including: ?Make sure the domain name is available. Because you never know which domain extension is going to be the next one to take off, my advice is to purchase as many domain extensions as possible. I know .cc (the domain for the Cocos Islands) may seem completely unnecessary today, but the last thing you want to do is be held hostage by some domain squatter who had the foresight to buy your domain before you did.?

Social Media Lessons David F. Carr offers seven lessons he learned from social business leaders, including one take-away from Ford Motor: ?Let business drive technology, not the other way around.? And Gaz Copeland?s helpful suggestions on how to look stupid in 140 characters should not be missed.

Look Into the Future Are you familiar with self-healing concrete, counterintuitive metamaterials or deflexion? If you?re preparing your business for the future, you should be. And these are just a few of the cool technologies on the way, according to this report from Ilya Leybovich.

Thoughts on Retail No matter what kind of business you run, you should read Shashi Bellamkonda?s ?thoughts while having a pedicure,? including: ?Reach out to potential customers through your existing customers. Maybe a sign that says, ?Your partner or spouse will love us too. Bring them in!??

Tweet of the Year I have no interest in making the most money in the world. I have an interest in having the most people at my funeral. ? @garyvee

Going Mobile Chris Gaylord?s reports on how cookie sales are soaring for the Girl Scouts is a great example of the impact that mobile technology can have on any small business, even a nonprofit organization.

Getting Ready for Crowdfunding An accountant, Jim Brendel, explains the promise of crowdfunding: ?It?s a hot topic for businesses because they are always looking to raise capital. Now several funding portal Web sites have risen to fill the crowdfunding void. Anyone, even if not incorporated, will be able to use crowdfunding. It is only limited by the attractiveness of your idea and your ability to present it.?

Reality Check Erica Douglass offers insights on the harsh realities of being an entrepreneur: ?To really succeed, you have to have the guts to not listen to basically anything that?s popular in our society. If you have weak goals, you won?t be motivated to work on them. And if you?re scared of criticism, you won?t make it.?

Boss of the Year My favorite small-business story of the year is Caine?s Arcade, which is about a 9-year-old who spent his summer building an elaborate cardboard arcade inside his dad?s used auto-parts store ? and a community that came together to make his day. The video ?has inspired millions and launched a movement to foster creativity and entrepreneurship in kids.?

Living Well Leo Babauta explains how: ?Want little, and you are not poor. You can have a lot of money and possessions, but if you always want more, you are poorer than the guy who has little and wants nothing.?

In Conclusion This author, however, thinks President Obama and McKayla Maroney best summed up the year for me and my small business. Here?s to a more impressive 2013!

Gene Marks owns the Marks Group, a Bala Cynwyd, Pa., consulting firm that helps clients with customer relationship management. You can follow him on Twitter.

Business Insider Blog: Top 10 Principles for Positive Business Ethics

This morning, I read about a company using on-line auctions to defraud customers. Last week, I consulted on an ethics complaint where a business coach betrayed a client's confidentiality. And, recently a Physician was convicted of insider trading based on information from a patient, a violation of both business ethics and her professional ethics.

1. Business Ethics are built on Personal Ethics. There is no real separation between doing what is right in business, and playing fair, telling the truth and being ethical in your personal life.p>

2. Business Ethics are based on Fairness. Would a dis-interested observer agree that both sides are being treated fairly? Are both sides negotiating in good faith? Does each transaction take place on a "level playing field"? If so, the basic principles of ethics are being met.p>

3. Business Ethics require Integrity. Integrity refers to whole-ness, reliability and consistency. Ethical businesses treat people with respect, honesty and integrity. They back up their promises, and they keep their commitments.p>

4. Business Ethics require Truth-telling. The days when a business could sell a defective product and hide behind the "buyer beware" defense are long gone. You can sell products or services that have limitations, defects or are out-dated, but not as first-class, new merchandise. Truth in advertising is not only the law, business ethics require it.p>

5. Business Ethics require Dependability. If your company is new, unstable, about to be sold, or going out of business, ethics requires that you let clients and customers know this. Ethical businesses can be relied upon to be available to solve problems, answer questions and provide support.p>

6. Business Ethics require a Business Plan. A company's ethics are built on its image of itself and its vision of the future and its role in the community. Business ethics do not happen in a vacuum. The clearer the company's plan for growth, stability, profits and service, the stronger its commitment to ethical business practices.p>

7. Business Ethics apply Internally and Externally. Ethical businesses treat both customers and employees with respect and fairness. Ethics is about respect in the conference room, negotiating in good faith, keeping promises and meeting obligations to staff, employers, vendors and customers. The scope is universal.p>

8. Business Ethics require a Profit. Ethical businesses are well-run, well-managed, have effective internal controls, and clear expectations of growth. Ethics is about how we live in the present to prepare for the future, and a business without profits (or a plan to create them) is not meeting its ethical obligations to prepare for the future well-being of the company, its employees and customers.p>

9. Business Ethics are values-based. The law, and professional organizations, must produce written standards that are inflexible and universal. While they may talk about "ethics", these documents are usually prescriptive and refer to minimal standards. Ethics are about values, ideals and aspirations. Ethical businesses may not always live up to their ideals, but they are clear about their intent.

>

10. Business Ethics come from the Boss. Leadership sets the tone, in every area of a business. Ethics are either central to the way a company functions, or they are not. The executives and managers either lead the way, or they communicate that cutting corners, deception and dis-respect are acceptable. Line staff will always rise, or sink, to the level of performance they see modeled above them. Business ethics starts at the top.

Ethics is about the quality of our lives, the quality of our service, and ultimately, about the bottom line. An unhappy customer complains to an average of 16 people. Treating employees, customers, vendors and the public in an ethical, fair and open way is not only the right thing, in the long run, it's the only way to stay in business.

Long Distance Relationship? "Don't Lose It All. Time To Get Data ...

Long distance relationship is a frustrating relationship. I know because I was in one with?Eric?during the beginning of our relationship. The insecurities and also commitment is a very huge task to bear while you're in this long distance relationship. I was so grateful and glad that how he always tried to reach me either through the calls, whatsapp, video calls, text messages, etc just to be there for me especially when the time I need him by my side.

It?s always assumed that relationships are blissful ? but wait! It?s not all candies and kisses,?sometimes there a lot of hardship to deal with and it can be really emotionally taunting and?mentally demanding. What?s worse is, pairing the idea of a long distance relationship with?the sad soppy case of losing communication.

What?s going on? They seemed happy.

Although they were going to be far away from each other, they seemed like they were in?it forever but then suddenly everything changed! Did he find someone else? Or is it just a?simple misunderstanding? Relationships are an uphill battle or sometimes a downwards?spiral ? it?s really how you manage it but these two sadly went the wrong way. Who?s that?guy at the end? Does he like her? And does she like him too?

Most importantly, in the case of Amy & Nick?s relationship, it shows that if there is no?data, you?ll lose it all. After all, everything is on the internet now and it costs almost?nothing at all. Just as long as you have data, relationships will go smooth sailing so dial?*128# to sign up for any pack to have it all.

The Basics Of Search Engine Optimization For The Business Owner ...

Always use keyword-rich anchor text when linking to another page on your website. Use words which tell the reader what the link they?re clicking on is about, like ?popular boots for 2011? or ?best wines for pairing with pork?. Google will pick up on these keywords and your page rank will increase.

To make sure users can find your old content through search engines, you should link to it in recent posts. When a search engine sees a page being linked back to, the page will be considered more relevant. It is important to use keywords when linking back to your original post.

Make sure to have links that allow visitors to favorite your website on social networking sites. Word of mouth can be a significant asset to your website. Every time a person likes your site on
a social network site, it becomes more popular and easier to find on search engines.

Do not go with a shady search engine optimization company. If you were to do so and the internet search engines found out, it would be very bad for your page. Many internet search engines have internal filters that denote any illegal activity. This means one should play by the rules and make sure they employ a company that does the same thing.

Get your business and its website listed in online business directories. Most website owners know to submit their site to the major search engines, which is important. However, many fail to take advantage of the numerous free local business directories. These directories are the equivalent of the local phone book and are used by many potential customers to find local products and services.

One important thing that you can do to adequately improve your search engine optimization strategy, is to style your keywords and keyword phrases. Use bold lettering and italics, in order to make them stand out. They will then become more noticed by both the search engine and any potential visitors conducting the search.

Unless it is absolutely necessary, keep use of Flash to a minimum, especially when designing page menus. Most search engine algorithms are not capable of accurately indexing Flash objects, which can hurt your site?s rankings. Instead, opt for JavaScript and CMS as you start to design your menus and embed video.

Making use of HTML header tags can help optimize a page?s search engine ranking. While the lower levels of header tags are unrestricted, a page can only have one header assigned to the top (H1) level. This is typically reserved for the page?s title. Including multiple H1 tags will break a page?s HTML and render other SEO efforts pointless.

Find an approach to search engine optimization that best suits your purpose and go for it. There are various approaches that you could take towards SEO, and the approach you choose to take should be that which is most appropriate to your business and your key audience, so give it a bit of effort in determining your most effective approach.

A great tip for improving your search engine optimization is to use ?Alt? tags to describe images. Alt tags define the text to display for an image if the user has their graphics turned off. Some search engines will look for images specifically with alt tags, Google being one of them.

Don?t add a million keywords to your alt text for images. The alt text is designed to allow the engine crawlers to see what an image is supposed to be about. Stuffing a hundred different keywords into it because your readers can?t see it is a mistake. Your reader may not view it but the engine will start marking you as spam.

As revealed earlier, search engines and keywords can help to increase a web site?s popularity and thus increase the chances for success and profit. Usually there is a carefully crafted formula for using keywords to optimize your websites chance of being found and ranked as the top choice. By understanding the idea and acting on it, your website can reap the rewards.

Did you know internet marketers are putting thousands of $$$ each day on useless seo strategiesto promote their websites? Are you one of them? Learn how to apply best working SEO strategies and forget forever about small traffic to your website!!

(AP) ? You're apt to discover more useful apps for your smartphone or tablet computer at Ask.com beginning Tuesday.

At least that's the thinking behind a licensing agreement that Ask's search engine has forged with Silicon Valley startup Quixey, which has spent the past three years refining a technology to analyze the services offered through millions of applications designed for iPhones, iPads, Android gadgets, Windows devices and BlackBerrys.

Results from Quixey's database will now appear among the answers that Ask delivers to questions posed on its search engine. The apps results primarily will be featured in a new section of Ask that is scheduled to debut at 8 p.m. ET Tuesday.

In some cases, though, an app might appear in the main results, even when a request isn't explicitly seeking a mobile application. For instance, someone looking for good places to take a hike might see an app for locating trails listed among the results. Or a query for the television series "30 Rock" may highlight apps from Netflix or Hulu that offer entire episodes instead of just listing Web links with information about the show.

Ask's addition of an apps section is another example of the accelerating shift from personal computers to mobile devices, a move that is reshaping the way people interact with technology. The evolution will force general-purpose search engines to change their ways or risk becoming less relevant, predicts Quixey founder and CEO Tomer Kagan.

"Search is no longer about just reading documents," Kagan said. "It's about finding the technology to help us with what we are trying to do."

Ask, which is owned by IAC/InterActiveCorp is hoping the new apps feature can lure some traffic away from the Internet's much larger search engines.

Although it processes more than a half billion requests each month in the U.S. alone, Ask remains a distant fourth among search engines with a market share of about 3 percent, according to the latest data from the research firm comScore Inc. Google Inc. runs the dominant search engine with nearly 67 percent share of the U.S. market, followed by Microsoft Corp.'s Bing at 16 percent and Yahoo at 12 percent.

"Apps are gateways to some of the most top-notch digital content out there, so this integration fits perfectly with where our product is headed," said Shane McGilloway, Ask's chief operating officer.

The Ask alliance represents the largest licensing deal so far for Quixey, which has raised about $24 million since its inception in October 2009. The company currently employs about 50 people at its Mountain View, Calif. headquarters. Quixey's technology is also available on its own website and through a few other partners. It is also featured in the Skyfire browser that's included on some of the mobile phones sold by AT&T Corp.

People already conduct regular searches for apps, usually within the individual stores set up for each of the major operating systems that power mobile devices.

The database that Quixey is licensing to Ask is meant to serve as a one-stop shop to find any app available on any operating system. Kagan believes Quixey is better equipped to point out apps that pertain to general search requests because its technology analyzes the tasks programs perform instead of just relying on the words contained in brief descriptions of the software.

"We are trying to show you an app that answers your question, not just an app that matches a word in your request," Kagan said.

Osborne tries to sweeten pill for austerity Britain

LONDON (Reuters) - More austerity looks certain when Chancellor George Osborne presents a half-yearly budget statement on Wednesday, even if he tries to juggle some spending around to ease the pain.

A darker economic outlook means Osborne is likely to commit to further spending cuts years into the future to save his flagship deficit reduction plan, though he also plans some new investment to sweeten the pill in the short term.

Osborne, who will update parliament with new growth and budget deficit figures just after 12:30 p.m. British time, may have to admit borrowing will rise this year - a big embarrassment for a man who put frugality at the heart of the government's policy.

His austerity targets are under threat, and a sluggish economy has played havoc with the Conservative-Lib Dem coalition's original plan to eliminate a large structural budget deficit before the next parliamentary election due in 2015.

Depending on how bad the independent Office for Budget Responsibility's growth and borrowing forecasts turn out to be, Britain could before long be in danger of losing its prized triple-A credit rating.

The chances of Osborne masterminding a strong recovery in time for voters to feel the benefits before a 2015 election appear to be shrinking.

"The picture of stagnation is a problem," said Rob Wood, an economist at Berenberg Bank, arguing that Osborne will probably have to announce more austerity for the years after the 2015 election. "Deficit reduction has gone into reverse this year."

The economy grew one percent in the third quarter, bouncing back from three quarters of decline, but few expect a roaring recovery next year without some solution to the protracted debt crisis in the euro zone - Britain's main trading partner.

In the absence of the strong growth predicted when Osborne took the reins of the Treasury in 2010, he has been forced to extend spending cuts well beyond the next election. He may have to stretch out those cuts even further into the future.

Back in March, the OBR forecast growth of 0.8 percent this year, 2 percent in 2013 and nearly 3 percent thereafter. Economists polled by Reuters now expect output to fall 0.1 percent this year, followed by 1.1 percent growth in 2013 and 1.7 percent in 2014.

    CUTTING TOO FAST?

Critics accuse Osborne of strangling growth by cutting government spending too fast and, in turn, scuppering any hopes of reaping the tax revenues needed to swiftly deal with Britain's budget deficit - which hit a record above 11 percent of GDP shortly before the 2010 election.

"Wednesday's Autumn Statement on the economy is a chance for Chancellor (of the Exchequer) George Osborne to recognise things haven't worked out as he promised and try a different approach," Ed Balls, economy spokesman for the Labour Party, said on Monday.

"He should take the opportunity to do so, because the country will not forgive him if he puts political pride first and ploughs on recklessly with a failing plan."

Osborne's supporters say that changing course now would unsettle financial markets, drive up the cost of borrowing and put Britain's economy in even greater jeopardy.

Instead, the Conservative will juggle the numbers to find money for investing in infrastructure, while holding fast to his austerity plan - even if that means more spending cuts to make up for lost tax income.

"It's clearly taking longer to deal with Britain's debts, it's clearly taking longer to recover from the financial crisis than anyone would have hoped," Osborne told the BBC on Sunday.

"But ... to turn back now ... would be a complete disaster for our country."

He will detail 5 billion pounds of spending on schools and transport on Wednesday, largely paid for by cuts across government departments over the next two-and-a-half years, and flesh out plans for a new clampdown on tax avoidance.

A strategic plan for Britain's gas production industry is also expected, following an October announcement of tax breaks for the fledgling shale gas sector.

Osborne will argue that the burden of any extra austerity must be spread across society, with further cuts to the welfare budget and some form of taxation on the wealthy - possibly a property tax and a limit on pension tax relief.

It is unclear how a 35 billion pound windfall from the Bank of England's 375 billion pound asset purchase scheme will be accounted for in the public finances, but it is a timely gift for Osborne and will reduce Britain's debts.

The OBR may well extend the time needed before Britain's structural current budget returns to balance by a year to 2017/18 - though this will keep Osborne within the five-year rolling horizon he set himself in 2010.

However, he may be forced to abandon one of his key fiscal policy rules - to see debt falling as a percentage of Britain's national output by 2015/16. He could replace that rule with something less specific to keep markets on side.

PFT's Morning After: Oh, those crazy Jets

Arizona Cardinals v New York JetsGetty Images

The New York Jets aren?t good. But they are fun.

No, no, they?re not fun if you?re a fan of the Jets ? I wouldn?t wish the experience of being a fan of this team on anyone. They?re fun for fans of the NFL?s other 31 teams because no matter what ridiculous thing happens with your team, you can say, At least we?re not the Jets.

Think about it: There are two 11-1 teams in the NFL right now, the Texans and the Falcons, and neither one of them has garnered as much media attention as the 5-7 Jets. Most of that media attention has been about what a clown show the Jets? quarterback situation is, with Mark Sanchez struggling through another mediocre year and the much-hyped arrival of Tim Tebow turning into a big nothingburger. And then on Sunday, after Sanchez had completed just 10 of his 21 passes for 97 yards, with no touchdowns and three interceptions, Jets coach Rex Ryan finally decided he had seen enough of Sanchez?s poor play. Except that Tebow was out of the game with broken ribs. So Ryan had no choice but to put in third-string quarterback Greg McElroy.

And then McElroy proceeded to march the Jets down the field and for the only touchdown of the game, leading the Jets to a 7-6 win over the Cardinals. And just like that, a third name was added to the Jets? quarterback circus.

On the 53-man rosters of the two teams playing on Sunday, there were six quarterbacks: Sanchez, Tebow and McElroy for the Jets, and Ryan Lindley, Kevin Kolb and John Skelton for the Cardinals. McElroy is the only one of the six who had never started an NFL game before, but he?s probably the best quarterback on either team.

Yes, I do think McElroy is the best quarterback on the Jets. Ryan was noncommittal after the game about whether McElroy would start next week, but the Jets might as well give him a full week of practice with the first-string offense and see what he can do in their next game, Sunday at Jacksonville. Because even if you don?t think McElroy is any good, here?s the truth about Sanchez and Tebow: Both of them stink.

That?s what makes the Jets so funny. This whole quarterback controversy is between two guys who aren?t good quarterbacks, two guys who probably aren?t any better than McElroy, a former seventh-round draft pick out of Alabama who until he took the field in place of Sanchez on Sunday had never played in an NFL game.

And McElroy probably isn?t the answer, either. There was a reason that NFL scouts watched him play at Alabama and didn?t think he was a high pick, and there was a reason that the Jets never bothered to put him on the field until Sunday. But McElroy should get the opportunity to prove himself.

Of course, for the Jets, the worst-case scenario might be McElroy playing just well enough down the stretch, against a soft schedule (all four of the Jets? remaining opponents have losing records), to make people think he deserves to compete for the starting quarterback position next year. Because the only thing crazier than the mess the quarterback situation was this year would be a three-way quarterback battle with McElroy, Sanchez and Tebow next year. But while Jets fans would probably prefer not to have another quarterback controversy, it would give the rest of us a good laugh.

Here are my other thoughts on Sunday in the NFL:

The Chiefs did an amazing thing. A day after Chiefs linebacker Jovan Belcher killed his girlfriend and then drove to Arrowhead Stadium and killed himself in front of coaches and team officials, the Chiefs somehow managed to play ? and win ? a football game. Romeo Crennel ? who witnessed Belcher?s suicide ? somehow managed to pull his team together for Sunday?s game. Jamaal Charles ? whose wife is the cousin of Kasandra Perkins, the girlfriend Belcher killed ? somehow managed to gain 127 yards on Sunday. Crennel called playing football ?the best thing we could do, if for no other reason it takes our minds off our misery for a few hours.?

Peyton Manning had the best four-yard completion in NFL history. In the funniest play of the day, Manning was rolling to his right on third-and-1 and not finding anyone open. But just as he was about to get pushed out of bounds by Buccaneers linebacker Lavonte David, Manning saw that running back Knowshon Moreno had been knocked to the ground and was just lying there. So Manning threw the ball right into Moreno?s breadbasket, and although Moreno didn?t even see the ball coming, he did manage to hold onto it for a four-yard gain and a first down. Even the hard-nosed Buccaneers coach Greg Schiano was chuckling on the sideline at the way Manning had just picked up a first down against his team.

Tom Brady gets division title No. 10: Brady is the first player in NFL history to be the quarterback for 10 division-winning teams, after the Patriots clinched the AFC East on Sunday. Brady is ahead of Peyton Manning (who won eight division titles with the Colts and clinched the ninth division title of his career when the Broncos won the AFC West on Sunday) and Joe Montana (who won eight division titles with the 49ers and added a ninth with the Chiefs) as the quarterback with the most division titles.

Megatron keeps going. The Lions are having a disappointing season, but Calvin Johnson is having a phenomenal season. He?s on pace to break Jerry Rice?s all-time single-season record of 1,848 receiving yards, and on Sunday he became the first player in NFL history to gain at least 140 receiving yards in four consecutive weeks. Johnson had an absolutely incredible one-handed catch on a deep ball along the right sideline, a great catch that came so easily for Johnson that he never even bothered to put his left hand on the ball, even when he was securing it as he was tackled. It doesn?t get any better than Megatron at the receiver position.

Adrian Peterson is keeping pace with Emmitt Smith. Peterson ran for 210 yards on Sunday, putting him over 8,000 rushing yards in his career, in the 85th game of his career. Likewise, Smith went over 8,000 yards in his career in the 85th game of his career. I have no idea if Peterson will have the longevity of Smith, but it?s remarkable that Peterson ? who is having the best season of his career ? is keeping pace with the NFL?s all-time rushing leader.

Aldon Smith moves ahead of Reggie White. Smith, the 49ers? outstanding second-year pass rusher, had a sack on Sunday to give him 31.5 so far in his two-year career. That?s the most sacks that any player has ever had in the first two years of his career, surpassing White, the Hall of Famer who had 31 sacks in the first two years of his career.

Andrew Luck commands an offense like a 15-year veteran. The poise that Luck showed in throwing two touchdown passes in the final three minutes of Sunday?s 35-33 win in Detroit was stunning. By drafting Peyton Manning in 1998 and Luck this year, the Colts have set themselves up to have a quarter-century or so of superb quarterback play. Think how jealous Jets fans must be.
